Circular on Printing and Issuing the Work Plan of "2019 Taishan Design Cup” Cultural and Creative Design Competition

In order to implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles of the 19th CPC National Congress, give play to the important role of cultural industries in replacing old drivers of growth with new ones, accelerate the building of a modernised and strong province in the new era, and promote the integrated development of culture with manufacturing, tourism, agriculture, science and technology, finance and other sectors, the 2019 “Taishan Design Cup” Cultural and Creative Design Competition will be held under the guidance of the Publicity Department of CPC Shandong Provincial Committee and the sponsorship of the Shandong Provincial Education Department, the Shandong Provincial Department of Industry and Information Technology, the Shandong Provincial Department of Agriculture and Rural Affairs, the Shandong Provincial Department of Commerce, the Shandong Provincial Department of Culture and Tourism, the Shandong ProvincialRadio and Television Administration, Dazhong News Group, Communist Youth League Shandong Provincial Committee, China Confucius Foundation Secretariat, Shandong Radio-Television Station, Shandong Press Co., Ltd., and Shandong Cultural Creative Design Industry Association.
Please find in the attachment the Work Plan of "2019 Taishan Design Cup Cultural and Creative Design Competition". In light of actual conditions, please make thoughtful arrangements, step up publicity, and involve more people into this event to expand influence.Each city may set up a local competition, or combine existing competitions with this one. Please guide and encourage institutions, enterprises, institutions of higher learning and individuals to participate in the competition, so as to contribute to the prosperity of the cultural and creative industries of our province.

2. Purposes
We aimtofullyimplement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding principles of the 19th CPC National Congress, and the important remarks and instructions given by General Secretary Xi Jinping when he made an inspection tour to Shandong. Under the guidance of the Development Plan of the Cultural and Creative Industry in Shandong Province (2018-2022), we will center on implementingthe major projectsof creative industries in the process of growth drivers shift, and focus on digital creativity to give play to its advantage of cultural and creative industries in cross-sectoral integration and extensive influence. Thereby, we willincrease the added value of traditional industries, promote the integration of creativity, fashion, and cultural elements, shape the brand image of“Designed in Shandong” and “Created in Shandong”, assist thegrowth drivers shiftin Shandongand its cultural development, and realise the transformation, upgrading and high-quality development of the cultural and creative and related industries.
3. Positioning
 (1) Cultural Innovation
Wecontinue topromote the creative evolution and development of fine traditional Chinese culture. Through the competition, wewillintegrate excellent culture into different industries and into people's life, so thatwecaninherit and innovate the fine traditional Chinese culture.
 (2) Regional Coordinated Action
According to the Development Plan of the Cultural and Creative Industry in Shandong Province (2018-2022), we give full play to the advantages of Jinan, Qingdao and Yantai, and strengthen the leading role of the four areas (the Confucian Cultural Transformation Area, the Revolution Culture Tourism Area,the Art and Crafts ClusterArea, and the Folk Culture Industrial Area) and the two belts (the Grand Canal Cultural and Creative Industry Belt,and the Marine Cultural and Creative Industry Belt). The local competitionswill promote the industrialdevelopmentpattern of “three core cities, four areas, two belts, one hundred cities, and one thousand spots”.
 (3) Technology-led Development
According to the related guiding principles of the Development Plan of the Cultural and Creative Industry in Shandong Province (2018-2022), wewillput digital creativity at the core of this competition, and encourage a greater integration of creative design with new technologies represented by IT application, intelligent technologiesand internet, so thatwe can inject new momentum, create new carriers, and find new paths for creativity.
 (4) Development Facilitated by Designing
Throughthe competition, we will actively respond to the Master Plan of the Comprehensive Pilot Area for Growth Drivers Shiftand serve the province's goal of deepening the supply-sidestructural reform and accelerating the building of a modernisedeconomic system, so thatwe can promote the growth drivers shift in Shandong with creative designs.
 (5) Bank-enterprise Cooperation
We will build a bridge of cooperation between financial institutions and cultural creative enterprises in Shandong. Wewillpromote the collaboration between government, banks and enterprises, and get off to a smooth start at the“first mile” and get rid of remaining obstacles at the “last mile” in implementing cultural and financial policies. We will jointly set up special service teams with financial departments toexpand credit support forcultural and creative enterprises, and weight toward them in terms of credit approval and tolerancefor non-performing loan.
 (6) Industrial Upgrading
Taking the competition as an opportunity, we will connect cultural and creative designs with industrial demands, and promote the integration of cultural and creative designs and industrial manufacturing, agricultureand rural areas, culture andtourism,and other industries, so that cultural and creative designs can serve the transformation and upgrading ofother sectors, and the enhancement of their strength.
 (7) A Better Life
Taking the competition as an opportunity, we will call for the inclusion of creative designs into people's daily life, and encourage designers to work based on people’s ever-growing needs for a better life, so thatwith creative designs, we can promote and accelerate theupgrading ofsocial and cultural consumptionand the improvement of people's cultural life, and promote and publicise the Shandong Cultural Consumption Season.

2. The Reviewer Committee
The organising committee of the competition selects experts, scholars, authoritative persons, and entrepreneurs from various sectors from the expert pool of the competition to form the reviewer committee, which is responsible for the formulation of review rules and standards and the review for the competitions.
V. Event Arrangement
This competition is divided into four parts: the main competition, the division competitions, the youth cultural and creative camp competitions and the specialised competitions with assigned subjects.
1. The Main Competition
The main competition lasts from May to September 2019. Works will be collected across the world. The works, falling into six categories, will be themed around “New Growth Drivers; New Business Forms; New Inspirations”.
(1) Social welfare poster
a. Content requirements: Posters should be themed around Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; reflect the good life in the 70th anniversary of the founding of New China; and focus on Chinese traditional festivals, customs, the core socialist values, growth drivers shift, and high-quality development.
b. Specification requirements: Graphic works. File format - JPG; colour mode - RGB; specification - A3 (297*420mm); resolution – 150 dpi; no more than 3 pages for the same series; no more than 10M in size for a single image.
(2) Brand and packing
a. Content requirements: Design for the brand and packing of a certain type of products or enterprises (excluding single logo design). Works can be for real or virtual brands. If for real brands, consent should be secured from the brand. We encourage works with innovation in materials and technologies.
b. Type requirements: brand image design (in combination with packing design), packing image design, design of packing containers, packing structure, packing material, etc. In particular, we encourage works with high tech.
(3) Cultural products
a. Content requirements: cultural and creative products with the theme of modern cities and beautiful villages. Works are required to be designed from multiple perspectives, including history and culture, rural culture, myths and legends, scenic spots, collections, folk art, folk customs, intangible cultural heritages, featured industries, local cuisines, etc.
b. Type requirements: Prints, digital products, clothing and apparel, homeware, industrial art works, etc. In particular, we call for works with high tech.
c. Physical products are encouraged for review.
(4) Industrial products
a. Content requirements: Consumer industrial products based on the actual needs of the people. Products should lay stress on culture, creativity and usefulness, have high potential to be commercialised by the manufacturing sector, and contribute to the upgrading of related industries and products.
b. Type requirements: digital products, homeware, means of transportation, etc. In particular, we encourage works with high tech.
c. Physical products or models are encouraged for review.
(5) Digital Products
a. Content requirements: Creative works and products presented in digital multi-media formats. Products should be conducive to cultural heritage, easy to be translated commercially, good to industry innovation, and helpful to the upgrade of digital products in related industries.
b. Type requirements: APP interactive products, music products, film and television programmes, animations (principal key frames), etc. In particular, we encourage works with high tech.
(6) Environment and Space
a. Content requirements: Landscape, environment and architectural designs with the content of beautiful villages, public and commercial space, etc. Works will be divided into two themes: “rural construction” and “cultural space”. The “rural construction” is supposed to reflect the building of beautiful villages. A new vitality is expected to be fuelled to the land through designs. The “cultural space” requires cultural, creative and thematic planning and transformation in design for urban public spaces and commercial spaces so as to reflect the diversified urban culture and arts.
b. Type requirements: Homestay design, rural environment transformation, rural and urban landscape design, public architectural design, public art, industrial heritage renovation, interior decoration, space design, etc.
c. Physical products or models are encouraged for review.
2. Division Competitions
The division competitions last from May to July 2019. A number of divisions varying in amount will be arranged across the province with focus given to: Jinan, Qingdao, Yantai, Weifang, Weihai, and Rizhao which support the building of UNESCO Creative Cities; the four areas (the Confucian Cultural Transformation Area, the Revolution Culture Tourism Area,the Art and Crafts ClusterArea, and the Folk Culture Industrial Area) established by the Development Plan of the Cultural and Creative Industry in Shandong Province (2018-2022); and the two belts (the Grand Canal Cultural and Creative Industry Belt,and the Marine Cultural and Creative Industry Belt). The publicity department and cultural office in each division, together with the competition organising committee, are responsible for collecting works. The committee assists the divisions in the promotion, work collection and review.
The theme and type of works in the division competitions can be the same as those of the main competition. The publicity department and cultural office in the divisions can also invite subjects that reflect local characteristics from industries and enterprises. Works of such subjects, in principle, should match those requirements for the main competition.
Participants of division competitions should register through the official registration system. The review may be arranged by the organisers of the divisions, or be entrusted to the competition organising committee. A number of outstanding works in the division competitions can be directly included into the final review of the main competition. The prizeless works in the division competitions can still be contained in the initial review of the main competition.
3. Youth Cultural & Creative Camp Competitions
From May to July 2019, we call for co-organiser units, enterprises and institutions, and related topics, projects, propositions, tasks, as well as campers and instructors from home and abroad for the youth cultural & creative camps.
The topics, tasks, projects or propositions for the youth cultural & creative camp competitions should be the same or similar to those of the main competition. The applicant units, enterprises, and institutions should provide venues, dinning, accommodation, transportation, etc. for the camps. Once agreed by the organising committee, the applicants and the campers, the works from the camps can be translated commercially through copyright purchase with prize, licensing, cooperative development, and other methods.
A number of outstanding works from the youth cultural & creative camp competitions can be directly included in the final review of the main competition. (The specific number is determined by the competition organising committee according to the work quality of the camp). The prizeless works from the youth cultural & creative camp competitions can still be contained in the initial review of the main competition.
4. Specialised Competitions with Assigned Subjects
From May to July 2019 we will invite renowned institutions in the province to propose specialised subjects for creative designs reflecting social and corporate concerns and needs. The theme and type of the works can be referred to the main competition. Specific design requirements can also be proposed by enterprises or organisations as they invite solutions.
Participating enterprises or institutions of the specialised competitions with assigned subjects are supposed to sign a cooperation agreement with the organising committee on assigned subjects so as to make an arrangement for the collection, selection, reward, commercialisation and other matters of the works, ensuring smooth competitions.
A number of outstanding works in the specialised competitions with assigned subjects can be directly included in the final review of the main competition.  (The specific number is determined by the competition organising committee according to the work quality of the specialised competition with assigned subjects). The prizeless works in the specialised competitions with assigned subjects can still be contained in the initial review of the main competition.
VI. Schedule and Key Events
The competition is divided into four phases: the start, the collection of works, the selection and review, and the award ceremony, presentation and commercial translation of works.
1. The Start: May 2019
A press conference will be held in May, on which the officially announcement will be released. Extensive publicity and coverage will be conducted through various media such as newspapers, radio, television, and the Internet.
2. Collection of Works: May-July 2019
(1) Offline promotion: May-July 2019
Promotions in domestic colleges and associations: Targeting well-known design colleges and industry associations, we will mobilise the people for a broad participation. Promotions overseas: To expand the international participation, we will cooperate with renowned design institutes and colleges.
(2) Division competitions, specialised competitions with assigned subjects: May-July 2019
The divisions (set up in the 16 cities in Shandong and in other cities home and abroad) will select and recommend their works for the final review. The time for registration and work submission of specialised competitions with assigned subjects are the same as those of the division competitions.
(3) The time for registration and work submission of the main competition: May-July 2019
Participants are supposed to register through the official website of the competition, and submit works before July 15. Copyright registration is supposed to be done at the same time. Meanwhile, works are introduced to enterprises so as to promote the selection, incubation and mass production of outstanding works.
(4) The organisation of the youth cultural & creative camp competition: May-July 2019
The youth cultural & creative camp will be held. Competition topics for the needs of enterprises will be set up, and the best works will be selected for the final review.
3. The Review: July-August 2019
The competition follows the principles of openness, fairness and impartiality, and is judged in a scientific and rigorous manner based on strict selection, eva luation and scoring standards. The review is divided into two stages: the initial review and the final review:
(1) The initial review: July 20 - July 31
a. Screening of works
The reviewer committee of the competition will conduct preliminary screening for all works in accordance with the category requirements. Works that do not meet the requirements will be excluded.
b. The initial selection.
Design renderings will be selected. The reviewer committee of the competition will select multiple outstanding works from each category.
c. The presentation
The list of nominated works will be presented for one week on the designated official website and on WeChat. For non-original works, once found and verified, the competition organising committee will disqualify them.
d. Physical works, prototypes and 3D source files
The designers of the nominated works are supposed to submit their own physical works, prototypes or 3D source files for the final. If the designer of the nominated work signs an agreement with the company that selects the work and the two sides cooperate to produce the physical work or the prototype for the final review, the prize is supposed to be shared by the designer and the company according to the agreement. Designers of the nominated work can also provide 3D source files for the final review.
Those who do not cooperate with the provision of physical works, prototypes or 3D source files shall be disqualified from the nomination. The vacancy shall be filled by the non-nominated work with the highest votes in the initial review in the same category group.
(2) The final review: August 20
a. The final selection
Physical works, prototypes and 3D source files will be selected.
The reviewer committee of the competition will conduct on-site reviews, and vote the works in each category so as to select the winners of the awards.
b. The presentation
The final winner works will be presented for one week on the designated official website and on WeChat. For non-original works, once found and verified, the competition organising committee will annul their qualification and votes.
4. Prize Award Ceremony, Exhibition, and Commercial Translation of Works: During the 8th Shandong Cultural Industries Fair in September 2019
(1) Prize-winning works will be officially announced in the official website of the 8th Shandong Cultural Industries Fair, the official website of the competition, WeChat, and other media platforms.
(2) During the 8th Shandong Cultural Industries Fair, a licensing and exhibition event of the outstanding works of the “Taishan Design Cup” Cultural and Creative Design Competition will be held. At the event, works from the 2018 and 2019 “Taishan Design Cup” will be presented. The event also serves as a platform for cooperation and commercialisation of works.
(3) During the 8th Shandong Cultural Industries Fair, the prize award ceremony and the project promotion of cultural and creative industries of the 2019 “Taishan Design Cup” Cultural and Creative Design Competition will be held. Financial institutions, enterprises and funds will be invited, part of the products will be exhibited for sale, and business matching events will be organised.
VII. Awards:
1. Awards for the Main Competition
For “cultural products”: 2 gold medals with a prize of 30,000 yuan/person, 5 silver medals with a prize of 20,000 yuan/person, 15 bronze medals with a prize of 6,000 yuan/person; for “industrial products”: 1 gold medal with a prize of 20,000 yuan, 4 silver medals with a prize of 15,000 yuan/person, 12 bronze medals with a prize of 5,000 yuan/person; for “environment and space”: 1 gold medal with a prize of 20,000 yuan, 3 silver medals with a prize of 15,000 yuan/person, 10 bronze medals with a prize of 5,000 yuan/person; for “brand and packing”: 1 gold medal with a prize of 20,000 yuan, 4 silver medals with a prize of 15,000 yuan/person, 12 bronze medals with a prize of 5,000 yuan/person; for “digital multi-media products”: 1 gold medal with a prize of 30,000 yuan, 4 silver medals with a prize of 20,000 yuan/person, 10 bronze medals with a prize of 6,000 yuan/person; for “social welfare posters”: 1 gold medal with a prize of 10,000 yuan, 4 silver medals with a prize of 6,000 yuan/person, 10 bronze medals with a prize of 3,000 yuan/person.
In addition to merit awards and finalist awards, all the other awards will be given certificates and prizes (The prizes will be uniformly granted by the organiser after withholding and paying personal income tax). Gold, silver and bronze medals will be awarded with trophies. Merit awards and finalist awards will be given certificates.
2.Specialised awards will be established. The specialised awards are given to works that stand out in a specialised subject, or in the integration of cultural creation with technology, tourism, manufacturing, agriculture, rural affairs, etc. Candidates of the specialised awards are supposed to submit text or video materials as required.
3.The Best Newcomer Award will be granted to 65 college students with a prize of 1,000 yuan/person. We encourage college students (including graduate students) to actively participate in the competition.
4.The Organisation Promotion Award will be given to units and institutions that do a solid job in organising the event.
5. Each youth cultural & creative camp will have multiple gold, silver, bronze, and merit awards. The specific amount and prize of such awards will be determined by the host institution of the camp.
6.For specialised competitions with assigned subjects, each subject will have multiple gold, silver, bronze, and merit awards. The specific amount and prize of such awards will be determined by the subject proposition institution.
7.Works of the specialised competitions with assigned subjects/the youth cultural & creative camp competitions will be jointly reviewed by the organising committee and the subject proposition institution/the host institution of the youth cultural & creative camp. The organising committee will issue certificates, and the subject proposition institution/host institution will grant certificates and prizes to winner works. Cooperation agreements may be signed depending on circumstances.
8.Works from the specialised competitions with assigned subjects/the youth cultural & creative camp competitions, once qualified, will be automatically included in the selection of their corresponding categories in the main competition. Once the work is used, a cooperation agreement shall be signed between the designer and the user institution/enterprise, in which matters such as copyright, production, sharing of sales, etc., are supposed to be clarified.
The organising committee of the competition will assist merit award winners in the commercialisation of their works and the contract signing with relevant units (institutions).
